Why So Cheap?
Arkansas's $10.50 license is officially called the "Fisheries Conservation License" and covers ALL warmwater species — bass, crappie, catfish, and more. The trout permit is separate because trout habitat management (stocking tailwaters) requires additional funding. At $20.50 total (fish + trout), it's still among the cheapest for world-class trout fishing.
